Energy and Economic Efficiency

While we are trying to achieve  ENERGY EFFICIENCY in the  building sector introducing  classifications, certifications and whatsoever, a couple of questions arises:

1. is there any possible energy efficiency without economic efficiency? (how do we measure it without a life cycle approach?)

2. why are we looking for smart houses in smart cities and think is better keep citizens at “stupid” level? (LCC is too complicated)

In this context the EU regulation 244/2012 could be neglected in many of the member states.
